Citrus Heights Water District is upgrading our utility billing platform. Designed with security, convenience, and modern account management in mind, this upgrade brings you a secure, modern, and reliable way to manage your water service.
What You Need to Know
Transition Period: Because bills are being transitioned, please pay close attention to the format of your latest billing statement to determine whether to pay through Xpress Bill Pay or Invoice Cloud.
New Account Numbers: Every customer is receiving a new statement with a new account number. You can find this number at the bottom left side of your new billing statement.
Rates & Schedules Remain Unchanged: This is an operational upgrade.Your water rates, service reliability, and billing schedules are not changing.
Where Should You Pay Your Bill?
Because we are issuing new account numbers with this system update, how and where you pay depends on your method of payment.
Have you been transferred to Xpress Bill Pay yet?
If you received the PREVIOUS bill statement it will look like this:
Bill Issue Date: Generated prior to August 17, 2026
Account Number Format: Features your original account number
Payment System: Pay using the Invoice Cloud portal
Important Note: This previous payment portal will remain active temporarily so customers can resolve outstanding balances from bills issued before August 17. This legacy system will be retired soon. Going forward, all future bills will be issued under the new Xpress Bill Pay system.
Make a one-time payment
No registration will be required to view and make a one-time payment to your CHWD bill online.
If you received the NEW bill statement it will look like this:
Bill Issue Date: Generated after August 17, 2026
Account Number: Look for your new account number located at the bottom left side of your statement.
Payment System: Pay using our new portal, Xpress Bill Pay.
What you need to do: If this is your first time paying on the new system, click the button below to create a new user profile using your new account number, your name as it appears on your statement, and an email address. Previous login credentials and saved AutoPay details did not transfer over.
Getting Started in Xpress Bill Pay's Online Portal
Online Bill Payers
Once you have received a NEW billing statement, here is what you need to do:
Register Your Account on Xpress Bill Pay
- Visit the Xpress Bill Pay portal.
- Select "Sign Up" to create a secure username and password.
- Link your water service using your new account number (found at the bottom left side of your statement), your name as it appears on your statement, and an email address.
Re-Enroll in AutoPay
Due to privacy and data security standards, payment credentials from the previous system could not be transferred. If you previously used AutoPay, your automatic payments will not carry over. Please log in to Xpress Bill Pay to set up recurring payments with your preferred payment method.
