The Citrus Heights Water District (CHWD) offers an exciting career opportunity for a motivated Management Analyst/Senior Management Analyst to support our Operations Department during a period of transformational growth. This role is ideal for professionals with strong analytical, organizational, and problem-solving skills who are eager to contribute to facilities modernization, water distribution system expansion, and the development of efficient, data-driven operational practices in a unique and forward-thinking special district.
The position will be filled at either the Management Analyst or Senior Management Analyst classification in the Management Services Series, dependent upon candidate qualifications. The annual salary ranges for each classification are as follows:
- Management Analyst (FLSA Non-Exempt): $91,062.40 - $122,990.40
- Senior Management Analyst (FLSA Exempt): $100,193.60 - $135,283.20
This salary range is anticipated to be adjusted by 3% in January 2026, pending the CHWD Board of Directors' approval for the proposed Cost-of-Living-Adjustment (COLA). Additionally, effective in January 2026, the employer's match to the employee's 457 contribution is proposed to be adjusted up to 6%, pending Board approval.

Essential Duties:
Some of the essential job duties of the Management Analyst/Senior Management Analyst position include, but are not limited to, the following responsibilities. The specific duties will be further defined based on the level at which the position is filled.
- Provide responsible professional and technical assistance in the development, administration and implementation of District programs; assist in formulating program policy, goals and procedures; collect and compile relevant data supporting recommendations.
- Assist in the development of new program elements and program modifications as necessary to meet goals and objectives; monitor and coordinate the daily operation of assigned program areas; and perform analytical work and maintain appropriate records and statistics.
- Provide highly responsible analytical staff assistance including conducting specific and comprehensive analyses of a wide range of District policies involving organization, procedures, finance and services.
- Assist in the preparation of the budget; make budget recommendations related to assigned program areas of responsibility; coordinate and compile budget recommendations prepared by other staff; research past expenditures; project future expenditures.
Distinguishing Characteristics and Qualifications:
- Management Analyst - This is the journey level in the Management Services series. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
- Experience:
- Two years of professional level public administration experience or equivalent experience in the private sector may be substituted for public administration experience.
- Experience with capital improvement projects, infrastructure planning, or water system operations is preferred when assigned to Engineering Department.
 
- Training:
- Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, engineering, or a related field.
- Possession of, or ability to obtain, a Level 1 Conservation Practitioner certificate from the American Water Works Association within one year of hire date may be required. Failure to maintain such required certification may be cause for disciplinary action.

- Senior Management Analyst - This is the advanced journey level in the Management Services series.  Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made. Employees perform increasingly difficult and responsible types of duties assigned to classes within this series and may provide technical and/or functional supervision over assigned staff. Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility.
- Experience:
- Three years of increasingly responsible professional experience, with at least one year of experience similar to Management Analyst with the District.
 
- Training:
- Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, engineering, or a related field.
- Possession of, or ability to obtain, a Level 1 Conservation Practitioner certificate from the American Water Works Association within one year of hire date may be required. Failure to maintain such required certification may be cause for disciplinary action.

The Ideal Candidate:
The ideal candidate for this position will possess certain traits and experiences that will lead to success:
- Detail oriented and analytical with the ability to compile and discern financial or statistical information in order to recommend new or enhanced programs, project proposals, or policy guidelines.
- Techniques used in program development, administration, and dissemination of communications.
- Principles and practices of budget development and monitoring.
- Monitoring and tracking requests for proposals, agreements, and contracts; including contract administration, insurance compliance, management, and coordination.
- Engaging written and verbal communication skills, with an ability to understand and speak to the concerns of others.
- Principles and practices of research, writing, editing, and preparing a variety of informational publications including business letters and emails, reports, presentations, bulletins, and other materials.
- Expertise in Microsoft Word, Excel, and Outlook, which includes modern office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, databases, project management applications, and virtual meeting platforms.

Are you a team player looking for a career serving your community in the growing field of drinking water distribution? If you are hardworking, accountable, and enjoy working with a great team, Citrus Heights Water District invites applications for the position of Water Distribution Operator I/II.
The position will be filled at either the Water Distribution Operator I or Water Distribution Operator II classification, dependent upon candidate qualifications. The salary ranges for each classification are as follows:
- Water Distribution Operator I: $34.83 – $47.02 hourly
- Water Distribution Operator II: $38.30 – $51.72 hourly
This salary range is anticipated to be adjusted by 3% in January 2026, pending the CHWD Board of Directors’ approval for the proposed Cost-of-Living Adjustment (COLA).
Work Schedule and Benefits:
The District observes a 4/10 work schedule, Monday-Thursday, 10-hour days. The regular work schedule for the Water Distribution Operator I/II position is 6:30 a.m. – 5:00 p.m.
Water Distribution Operators also perform Standby Duty on a rotating basis. Standby Duty begins at 5:00 p.m. on Tuesday and shall end at 5:00 p.m. on the following Tuesday.

Position Description, Distinguishing Characteristics, and Qualifications:
Water Distribution Operators are directly involved in the installation, maintenance, and repair of valves, mains, services, and related potable water distribution system facilities and equipment. Performs related work as required.
Water Distribution Operator I - This is the entry-level class in the Water Distribution Operator series.  Positions in this class typically have little or no directly related work experience and work under immediate supervision while learning job tasks.  The Water Distribution Operator I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level.  Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of the assigned area of responsibility are learned.

- 
- One year of responsible experience similar to a Water Distribution Worker with the District
 
- License and Certificate:
- California Class C Driver’s License
- Possession of, or ability to obtain, a Grade D1 Water Distribution Operator certificate from the State of California Water Resources Control Board within one year of hire
 
Water Distribution Operator II - This is the journey-level class in the Water Distribution Operator series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual, or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level once the incumbent meets the qualification standards of the II level, demonstrates an ability to perform the full scope of the work, and meets performance standards.
- Experience:
- One year of responsible experience similar to a Water Distribution Operator I with the District
 
- License and Certificate:
- California Class C Driver’s License
- Possession of, or ability to obtain, a Grade D2 Water Distribution Operator certificate from the State of California Water Resources Control Board within one year of hire
