About Our Board Members And Structure
Directors for Citrus Heights Water District are elected to four-year terms of office.
On May 20, 2020, the CHWD Board of Directors passed Ordinance 01-2020 to transition to by-district elections. This is a district-based election system in which a district is physically divided into separate districts. Each Director must live within the boundaries of the District that he/she represents and is elected by residents of that District.
Under Water Code section 21605, the District is required to adjust its boundaries each federal census pursuant to applicable provisions of the Elections Code. On December 15, 2021, the CHWD Board of Directors held a Public Hearing to review its division boundaries to ensure that the divisions remain equal in population to the extent practicable. At this meeting, the Board unanimously adopted a resolution approving existing boundaries for the District’s Electoral Divisions.

CHWD Board Meetings, Agendas and Minutes
The Citrus Heights Water District Board of Directors’ regular meetings are held on the fourth Tuesday of every month. Meetings begin at 6:30 p.m. and are held at the District’s office located at 6230 Sylvan Road, Citrus Heights.
Additional meetings are scheduled as necessary and may or may not be held at the District office. Every meeting has a time set aside for public comments. The public is welcome to directly address the Board on any item of interest to the public before or during the Board’s consideration of a posted agenda item.
The agenda for the next Board of Directors meeting can be accessed on this page. Agendas for upcoming Board meetings are generally posted to this site on the Friday prior to the meeting and are also posted at the entrance to the District Office at 6230 Sylvan Road.
Members of the public may attend the meeting in person at the District headquarters or remotely when a phone number and link is provided on the agenda.
CHWD District-Based Elections
On May 20, 2020 the CHWD Board of Directors voted unanimously to transition to a by-district electoral system effective with the 2020 election. Historically, CHWD Board of Directors lived within the boundaries of the division that they represented and were elected at-large by all voters within the Citrus Heights Water District service area. A district-based election system is one in which a district is physically divided into separate districts, each with one Board member who resides in the district and is chosen only by the voters residing in that district. As a result of the low threshold established by the California Voting Rights Act (CVRA), numerous public agencies throughout California have been facing challenges to their at-large election systems. No public agency has yet succeeded in court when challenged under the CVRA. Because of the low threshold, the low probability of litigation success, and the potential for being required to pay plaintiffs’ attorneys fees, many agencies have voluntarily changed from at-large elections to by-district elections rather than engage in potentially expensive litigation. Agencies that have litigated cases but settled prior to trial have also paid significant amounts in plaintiffs’ attorney fees.
On December 18, 2019, the CHWD Board considered transitioning to district-based elections. At this meeting, the Board unanimously adopted a resolution of intent to transition from at-large to district-based elections pursuant to California Elections Code Section 10010(e)(2).

Antecedentes De Las Elecciones Por Distrito
El 20 de mayo de 2020, la Junta de Directores de CHWD aprobó de manera unánima la transición a un sistema electoral basado en distritos efectivo con las elecciones del 2020.
Históricamente, miembros de la Junta de Directores del CHWD debían vivir dentro de los límites de la división que representan y fueron elegidos en general por todos los votantes dentro del área de servicio del Distrito de Agua de Citrus Heights.
Un sistema electoral basado en distritos es uno en el cual un distrito está físicamente dividido en distritos separados, cada uno con un miembro de la Junta de Directores que reside en el distrito y es elegido sólo por los votantes que residen dentro de ese distrito en particular. Como resultado del umbral bajo establecido por la Ley de Derechos Electorales de California (CVRA), varias agencias públicas en todo California han enfrentado desafíos a sus sistemas electorales en general. Ninguna agencia pública ha tenido éxito en los tribunales cuando se le impugna bajo la ley de CVRA. Debido al umbral bajo, la probabilidad baja de ganar el litigio y la posibilidad de que se les exija que paguen los honorarios de los abogados de los demandantes, muchas agencias han cambiado voluntariamente de elecciones generales a elecciones por distrito en lugar de involucrarse en litigios potencialmente costosos. Las agencias que han litigado casos, aunque los hayan resuelto antes de llegar a un juicio también han pagado cantidades significativas en honorarios a los abogados de los demandantes.
El 18 de diciembre de 2019, la Junta del CHWD consideró la transición a elecciones basadas en distritos.
