Important Update: Lawsuit Against SJWD

As a last resort, Citrus Heights Water District (CHWD) and its neighbor Fair Oaks Water District (FOWD) filed a joint lawsuit against their wholesale water provider, San Juan Water District (SJWD). CHWD and FOWD elected officials, who represent about two-thirds of SJWD's population, unanimously backed the case. The districts allege that SJWD's rate increase illegally overcharges CHWD and FOWD customers.

Citrus Heights Water District and Fair Oaks Water District are jointly suing their water wholesaler, San Juan Water District (SJWD) over rates. The lawsuit alleges that SJWD is overcharging customers. The current rate plan could make the region more vulnerable to water shortages and keep rates artificially high for customers.

San Juan Water District approved the rates, over vocal opposition, at a meeting on December 13, 2023. The rates went into effect January 1, 2024.

Over five years, the impact to CHWD and FOWD is projected to be more than $5,000,000.

Yes. CHWD sued to stop SJWD from illegally allowing its General Manager to approve continual water transfers. This was necessary to protect our water rights. SJWD then reversed its action which prompted a settlement.

CHWD supplies homes and businesses with water pumped from underground and water purchased from SJWD. With its current system, CHWD needs both water supplies to serve the community’s needs and remain resilient.  

Citrus Heights Water District, Fair Oaks Water District, local businesses, and residents asked San Juan Water District not to approve these rates and to give the matter additional time and consideration. San Juan Water District’s Board of Directors simply voted to approve the rates over the opposition.
